The Informatiepunt Kinderopvangtoeslag (IPKOT) is a stagnant document archive last updated December 2023, containing 9,717 documents from the Parliamentary Inquiry Commission. It offers no information for victims on compensation or recovery. All Rijksoverheid.nl topic pages on the childcare benefits scandal have been deleted and now return 404 errors.

Executive Summary

The Informatiepunt Kinderopvangtoeslag (IPKOT) was created by the Ministry of Finance as a document archive for the Parliamentary Inquiry Commission on Childcare Benefits (POK). It contains 9,717 documents across 60 publication sections but has not been updated since December 2023. It provides no information for victims about compensation, recovery, or their rights. Meanwhile, all Rijksoverheid.nl topic pages related to the childcare benefits scandal have been removed and return 404 errors. As of April 2026, new government documents are published exclusively on open.overheid.nl.

What Happened

The IPKOT was developed by the Ministry of Finance to publish documents provided by departments to the POK. The site runs on WebHare (the government CMS) and remains technically active (HTTP 200) but is functionally dead. Its RSS feed title incorrectly reads “COVID-19-gerelateerde documenten.” The archive contains Wob decisions, POK preparation dossiers for officials including Hoekstra, Leijten, Snel, and Uijlenbroek, and information requests from the Nationale Ombudsman and Ministeriele Commissie Aanpak Fraude. All expected victim-facing pages, including those for news, compensation, recovery, and parent information, do not exist. The site was once found to have republished documents with personal data that had not been properly redacted.

Evidence

Systematic URL testing on 23 April 2026 confirmed that 13 Rijksoverheid.nl topic URLs related to the childcare benefits scandal all return 404 errors, including /onderwerpen/toeslagenaffaire, /onderwerpen/hersteloperatie, and /onderwerpen/schadeherstel-toeslagenaffaire. The only active related URL is /onderwerpen/kinderopvangtoeslag. The site archive (rijksoverheid.sitearchief.nl) also returns 404. The IPKOT’s FAQ page contains no actual FAQs and redirects to the general Rijksoverheid.nl. The contact page refers visitors to the general Informatie Rijksoverheid desk. A January 2023 data quality issue involved documents being republished because personal data was “incorrectly not redacted.”

Analysis

The disappearance of public information about the childcare benefits scandal represents a transparency failure. The IPKOT was designed as a repository for the POK inquiry, not as a public information resource for victims. Its stagnation since December 2023, combined with the deletion of all Rijksoverheid.nl topic pages, creates an information vacuum precisely when approximately 9,000 victims are still waiting for compensation through the CWS. The migration to open.overheid.nl without redirects from old URLs breaks existing links in legal filings, journalism, and research. The incorrect RSS feed title suggests minimal maintenance. The promise that the site would be “step by step further expanded” has gone unfulfilled for over two years.
